Equally Spaced Lines in Annotation Note and Dimension

Is there a way to equalize the line spacings in a note applied by annotation, and a note appended to a dimension?

My attachment shows examples of each, and as can be seen the lines are spaced differently.  The text annotation lines are spaced as per the ISO 3098 standard, i.e. minimum line spacing is 1.4 x letter height, which is fine.  Yet the lines belonging to the dimension with qualifying text are more spread out.
