just use the split line tool in SWX to break the surface into pieces that match what you need. You can draw a sketch and project the sketch onto the surface to break it where you want it. Or you can use another surface and use the intersection option to break the surface. Insert->, curve-> split line.

why don't you apply a moment instead of a force? As I suppose you'd gonna get the stress / strain values while rotation of the wheel during the start of a car. wouldn't you? So, it is probavly not a force question, or rather to be exact, not a force only...
To allow your model run faster, you should use the symmetry of the boundary conditions and model. I think you should cut the wheel in half. along the vertical centerline.
If are unfamiliar with using symmetry in your model, all you need to remember is the geometry and boundary conditions must be symmetric. Cut the model along the plane of symmetry and delete half one of the bodies. Apply what cosmos calls a "Symmetry" boundary condition to the cut plane. The symmetry conditions is just a no displace in the direction normal to the cut plane.
