Centerlines Move in Broken Views

I have sent this to my VAR, but in the meantime I wanted to see if anyone here has any thoughts on this.

Please see the attached. When I open this drawing, the vertical dimension to the hole center shows as .399 (top image). I know that the actual dimension is really .383, and this is what I get if I use the measure tool. If I unbreak the view (middle image), the dimension shows correctly. Re-break (bottom image) and it shows correctly. Save and re-open, back to .399. If I look closely, I can see that the centerlines are not aligned with the center of the hole when I first open the drawing. This is not the only drawing that has had this issue. Has anyone seen this, or have a solution?
