There is an API which can help to detect dangling dimensions: 2012 SOLIDWORKS API Help - IsDangling Method (IAnnotation)
The easiest way is to traverse through all view dimensions. It seems to be difficult to get the relationship with the model edge.
You could also try to use a #TASK . "Dangling Dimensions" generates a CSV report of dangling dimensions and/or removes them.
totally different strategy - (for interactive use). Change your user preferences for color - dangling dimensions - change to the hot bright pink color.
Now all your dangling dimensions are an obvious in your face color rather than the standard dull brown which can be mistaken for black at first look. If the dangling is obvious it becomes quick to fix them all
I have been using this color for years and others seem to use it too once they have seen the benefit.
