like i was wondering like when you finish making ur 3d part can you rotate the whole thing? while in part mode

If I understand you correctly - yes you can rotate the entire assembly model, but if you design the part in an assembly, you can't rotate that part unless you delete the InPlace mate that is created..
sorry i reworded the question while in part mode can u rotate that part because there is no move entity option in features
There are several options, depending on the model's complexity and your reason for rotating it. One is to edit the plane that the initial sketch was on (change from Front Plane to Right Plane, etc.). If it's a fairly simple Part that might work fine, but if it's at all complex this method may throw up a multitude of errors.
Another option would be to orient the Part the way you want, hit your space bar to bring up the dialog box shown below, and choose the "Reset Standard Views" icon.
I'll ask the tough question here. Why do you need to move a part? If it's used in an assembly, it won't matter.
