why solidworks 2016 sp03 opens and save so slow on windows 10 ?

it's pretty fast even just with normal i5 laptop with integrated hd graphics
If you are referring to it being slow when opening/saving a file originally created in an earlier release (2015, 2014, etc) - it is slower because it is translating the file into a 2016 version. The next time you open after saving it, it should take less time.
If you are referring to just opening SW - it could be slower if it is the first time you opened 2016 after updating.
To be able to accurately answer this question, without throwing darts in the dark, we'll need more information. What are your system specifications (RAM, Graphics card & driver, etcetera). Also are you using Windows10 Pro/Premium? New install of SolidWorks?

I am using i7 processor , Quadro 2000 nvidia .graphic card and 16 gb Ram
window10 as os .and solidworks premium 2016 upgraded from sw premium 12.
I have saved the part which was made after adding few features to step file received from my customer then saved it .
when I reopened it a the system takes a long time to open?
what should I do ? should I re install my solidworks16?
You mentioned the file was a step file at one point. Was it then saved as a SW file or as Step? It will take longer to open a file in need of translation from/to another format. Even if the step file was then saved as a SW file, the imported file portion could likely take more time to open than a native SW file.
