I have a part that is 23.5 inches long and 20 inches tall. I need my text letters to be 2 inches tall but a certain length for the entire line. Is there a way i can change the height without changing the length?

Draw a line in the Sketch Text or in a separate sketch, and control the line length with a dimension.
Note the options used.

I'm assuming you are using sketch text to extrude or indent your text. If so you can uncheck the box for use document text and hit the font button. There you can size your text height under units. Once you close that then you can use the spacing and text width to get the width you need. It's in %, so if you sketch a line the length you need then increase the width till you get to the end.
