I'm sorry, but from looking at the jpg I don't have a clue what it's supposed to be. It looks like some kind of bent tube, but other than that I'm lost.
Furthermore, you need to ask yourself how the part is going to be formed. Just because a part can be designed and will perform the desired function doesn't mean it can be easily made, especially in a run of only a part or two. Difficulty in manufacturing means higher cost.
Is this he sort of thing you're trying to achieve?
Take a look at how I've done it here using a swept boss, and shelled it afterwards.

i already figure it out how to make it. But i have another question, i tried to shelled it, but not a full shell
only a half shell
i tried shell features and swept cut, but both of them were fail
is there any other methods how to get it done?
