Sliding contacts resulting in excessive displacement

This jack is a tube inside a tube sliding design with a hydraulic cylinder inside to extend it.

I fixed a pad on the side of the tube where it welds to the machine.

All loads were applied at the foot pin.

I meshed with the parts touching - edge on surface, then defined a Bonded contact on one edge and a no penetration contact on the other.

I can get the analysis to run, but the assumption that one edge is Bonded is wrong.

If I mesh with parts not touching, and define No Penetration contacts for both edges, it fails, even with some rigid bar Links connecting to the top to hold it.

How do I get both edges to slide on a surface?
