Have you ever tried to treat this "fibers" as solid bodies? If it can be simplified in this way, I guess you'll be able to do this.
There is an example in the tutorial files for a fibre spinning problem, called "textile machine". I believe it is Problem 9. You may want to check it out. It may or may not suit your needs depending on what specific aspect of the problem you are after.
