For your questions:
1, The size of views in SOLIDWORKS sometimes don't match with which in 3D PDF exactly. It is helpful to use capture 3D View and publish that view into 3D PDF as the 3D view will remember zooming factor.
2, The mismatching of text size is common when the setting of always display text at the same size is selected. Please uncheck the underlined box and set your annotation size to desired scale. You can

Why does the 'Always display text at the same time' keep resetting? I uncheck it over and over, and every time I switch to a new 3D View it's back.

This check box is remembered by the 3D view. Once you check/uncheck this box, could you try recapturing the 3D View?
Then next time when you activate the view, it should respect your change.
Hi Oboe! That was it. I was unchecking the box on a view, then switching to another without recapturing it. Then, when I switched back, it was cleared. But it sticks once the view is recaptured. Thanks!
