I have very thin material (.003) when I try to create a
cloosed hem, I get an open hem with .004 gap between surfaces. Does
anyone have a way to make this work?

Robert, a closed Hem means the inside radius is zero or very
close to zero, which is not feasible practically. So there will be
a gap. You can also extrude or other feature to accomplish
this.
