You need the discs to installif you have an active SOLIDWORKS subscription (support/software updates contract) then you can download from the customer portal .
If you haven't registered already you can do so but you will need your serial number and to go through the "register my products" process if you see padlocks on the downloads area.
If you can't do it this way then you will have to contact your VAR (reseller) for help, typically they can request a download link for you if you are off subscription and provide serial no if you don't have that.
Actually reading that again are you concerned about losing the data if you just transfer the license? If so don't worry that won't happen. You need a download or disc to do another install on a different pc through ( if it doesnt have SOLIDWORKS installed already)
My understanding is that you are entitled to the service pack that was available when your subscription expired. If that date was before SW2013 SP5 was released (Oct 2014), the web site download won't install. Contact your VAR and they can make up a DVD with the SP you need.
