E-drawings install automatic from PDMWorks web portal

Does E-drawings install automatically from the PDMWorks web portal viewer when a new user starts to access the database?

Users get the following error (see attached) when trying to access the data when e-drawings has not been previously installed.

If it is supposed to install automatically, could it be the windows user account security settings?
