DWGEditor in Admin Image

I am testing SWSP4 before I roll it out to the rest of Engineering. I did a clean uninstall of SWSP3. I created an Admin Image on a network drive. Installed SP4 from Admin Image. Everything looks OK except DWGEditor. The install created the folder C:\Program Files\SolidWorks\DWGeditor\ and put quite a few files/folders in it, but it did not create DWGEditor.exe, which is needed for the program to run. Which leads me to believe that the install may not be complete. I thought that maybe I had selected to not install it when creating the Admin Image. Clean uninstall again. Recreated and reinstalled from Admin image again, specifically checking DWGEditor. Same results. No EXE. Anyone have any ideas how to correct this or what I am doing wrong?
