Using a form Tool Across a Bend

I have a sheet metal part with a flange bent 45 degrees from the base. I need a flattened surface centered on the bend that is at a 22.5 degree angle from either surface. I have created several form tools in an attempt to make this feature with no success. If I place the tool on the base surf, it leaves the side walls of the form on the bent surface. Likewise if I plant the tool on the bent surface. I also have difficulty (which may be the problem) aligning the tool on the part so that it is coincident with both faces. I have tried it in the flattened state and it doesn't like that either.
