Does anyone know, and I think I know the answer, if you can import Pro/E models and drawings and still retain the parametric features all while keeping the imported drawing tied to it?

SW can translate simple parametric features in ProE files, but I wouldn't count on a good translation of anything more complex than an extrusion or revolve. Any hole features will be importes as revolved cuts. If features are important I would remodel in SW or pay someone to do it if it's a large job.
As for drawings, ProE drawings cannot be imported at all, let alone parametrically.
