Dimensioning around an arc...

In either a drawing, or a sketch, I am having trouble getting dimensions to measure the way I want.
I am placing dimensions between 3 line end points, all line endpoints are coincident with a circle.
I have 1 line at 1 o'clock and 1 at 10 o'clock and 1 at 6 o'clock.
I seem to be un-able to control wether the distance between any 2 points is measured clockwise OR anti clockwise.

I'm having the same problem in a drawing doc. Here I have several cleats positioned around a shell and wish to dimension them from a common point. Some dims are turning up anti clockwise, some anti clockwise. Also seems random.

Its not defaulting to shortest or longest, its inconsistant.

I've tried different orders of selection and moving towards the center or away from the center before postioning the dimension.

Whats the secret?

I tried to attach a file but it wouldnt accept either a PDF or a SLDPRT.
Whats it want?? notepad?
