Are you trying to create linear or angular dimensions?
If angular and the lines are coincident with the circle centre, select the centre point first.

I am after a dim around the circ of the circle/shell
The idea is the the guys in the shop can string a tape measure around the cylinder and mark off the dims directly from the drawing.
So Im picking 2 line endpoints, then an arc ,or in another order. I get a circ dim, but cant control the direction (CW or CCW) of the measurement.
I'm seeing the same thing here. With the supplied file, it appears to always place the dim measuring on the same side. The value will flip up or down depending on where it is placed, but I couldn't get it to dimension around the other way.

If you view the PDF I attached in the zip above, Its part of a dwg doc. Many of the views have dims going in both directions. It dosnt even default to the shortest path.
I have found that if the arc is incomplete (not a circle) it follows the arc. This is the case in the first few views (X-X to AE-AE) in the PDF as that section of the cylinder is from rolled sheets in which Ive modelled a seam. The seams are in different locations in each view to stagger the weak point around the assembly.
Lower down (AF-AF onwards) the cylinder is from a tube, thicker wall and standard size. Here the cylinder is modelled as an extruded pair of concentric circles. These are the views that have a mixture of CW and CCW dims.
Something must be causing it to go CW or CCW but I cant figure what.
Split the circle at the intersection of the lines.
I believe the SW default is always CCW.
