Why not just hold the wheel down on the mouse and drag it over??
If your talking about the scroll bars that were at the bottom & side, yes they did remove them in 2008 BUT then everyone wondered why so they've added them back in in SP3.0 ( I think that was the one). You have to turn them back on because they default to off and can't have anything loaded to turn them on. It's under System Options> Display/Selection for Display Scrollbars in graphics view
Another very handy navigation tool is the set of macros we have tied to the number keypad keys. In a drawing they take you to 1/4 regions of the drawing, whether it be the top RH 1/4, center 1/4, lower Rh 1/4, etc - you get the idea. That in combination with the "b" key set to hotkey of zoom to previous, makes it quite handy to hit the 9 key to go look at something in the BOM, then hit the "b" key to go right back to where you were.
In a model file they zoom to fit all the different views, including all the different isometrics.

Thanks everybody. Somebody at last gave me a good reason to move up to sp3.1. I've been so busy that I didn't want to bother. Also I didn't know about dragging with the middle button. I'll try it.
