I just got into a project where I needed to visualize what my
part would look like viewed through a prism, and I got into
PhotoWorks pretty deep. I had great results, but I am having
performance problems. Basically it takes a long time to render. Is
it safe to assume that I'd get the most benefit upgrading my CPU as
opposed to my video card? I'm talking about render time only.

Take a look at my discussion forum posting entitled "Factors that Affect Performance in PhotoWorks". As the title implies the posting discusses how hardware affects performance. Because PhotoWorks uses what is sometimes referred to as "software rendering", PhotoWorks is currently not accessing the graphix card processing unit. With this in mind upgrades to the CPU's (multiple CPU's, faster CPU's) and upgrades to memory are the hardware changes that will most significantly improve your performance.

It would also be interesting to see the "seen through a prism" renderings that you describe.
I will be building a PC for work with similar specs to my home computer, but I will be putting in a higher end quadro. I'm confident now that I'll be happy with the performance.
