I know this is an old topic but I have a similar situation and I found this thread. I am trying to delete a configuration. I have changed every drawing view to reference the new config and I still can't delete it. I CAN delete the config without the drawing open but when I try to open the drawing, SW crashes every time. I kow configs can be renamed reguardless of references in SW 2009, but I am on 2008 SP 5.0.
I'm wondering if it has something to do with the view pallete trying to load the old config.
After you change the drawing views to the new config did you do a rebuild or save? What I have noticed is that SW's will still hold the references to that config in the drawing file even after it is switched. Once it is purged from that drawing you should be able to delete the old config.
Thanks. I never changed my view orientation. Once I did, I could delete them (with it all those broken link warnings) .
Try clearing the view palette with the button at the top. Then save the drawing and try again. I have also seen instances where I had to close SW and only then could I come back in and delete something.
Showing the view palette and refreshing it worked for me.
Projected views, and out of sight views may still be associated with the unwanted config. It is not obvious, but digging into the drawing view tree can lead you there.

I had the same issue. All that I had to do was delete the corresponding views in drawings and close the referenced drawing before I go back to the part file and delete the config.
