Solidworks 2016 SP3 what affects Toolbar Icon Size?

Now that the colors have come back I've installed SW 2016 SP3 and have noticed that there appears to be no way to set the toolbar icons to the same size that they used to be.  Unlike Goldilocks Small is too small, Medium is too big, and Large is even bigger!  This is on a standard 1200x1920 display.  Changing the Windows scaling does not seem to affect toolbars.  Somehow they appear to be independent from the Windows scaling settings.


Given that we were told that all of the icons were converted to be vector based to allow for scaling, why in the world can't we choose whatever size we want?


Is there some secret registry setting that will do this?
