You can set dimensions as "Read Only" which prevents changes and gives a warning. Not password protected but it is something.

Don't give them native SW files
Send them dumb solid parasolid, iges or step file translations.
Is this a real problem or someone thinks it might be an issue within your company?
We send all our downstream people native SolidWorks files. We do not have a problem with people changing files.
I have everyone locked out, except Designers/Drafters/Configuration Mngmt.
Once an Engineer is completed with a design, it's no longer in their hands.
If they need to make a new design, we use Pack and Go with a suffix to send them.
These days, most users are not disciplined enough to manage files anymore.
Sadly, software can't solve personnel problems.
