How is the angle about the normal of a created plane defined?

When I change the sketch plane of a sketch it rotates 90 degrees about its normal since the new plane is rotated 90 degrees about its normal axis relative to the previous plane. I can't find a way to define this when making a plane. To be more clear, the name of the plane is displayed on a different corner than the other plane so even though they are parallel, they are 90 degrees off of each other about their normal.
