I tried to replicate your issues with the sketch offset and the RMB issue, nothing on this end, works like it's supposed to. I was also looking through the Tool/Options and nothing jumped out there either. Might be a good thing to send it to your VAR and it would be great if you find the issue and post it.

I exploded my block and deleted my relations, figuring that might be an issue.
Still got the error.
Maybe my offset is just too small for the drawing to handle?
At 20x I don't get the error, though the only difference in my process is scaling the block before I explode it.

If you offset the geometry in a single direction (it doesn't matter which), no errors.
If you then offset in the other direction, the errors appear.
If you offset in one direction and then offset this new geometry in the the other direction at twice the distance, no errors.
An offset less than or equal to 0.00028299 will not have errors. An offset greater than 0.01449452 will not have errors.
My conclusion: Big fat bug.
I'd also like to see the file. I don't get errors when deleting an Offset Entities dimension.

If you delete only one of the red boxes all the others go away, not sure why....
Here is what I found on the RMB...
SolidWorks apparently has a select threshold - no idea on the number of instances. Start from the left side and select only a portion of the splines and RMB then select "Make Block", reselect another portion and repeat till it is one Block - then if you need to explode the block, again you'll have to do portions as well, in reverse.....
