Are you using a vaulting system like PDMW? That would help.
Nope. No vaulting system.
Yes, in the feature tree right click the feature in question and go to "Feature Properties" there will be a "Created By:" that is the windows user that created that particular feature. Also note this doesn't work for who ever edits a feature, just creates a new one.
RMB on the Feature in the feature tree and select Feature Properties.
