Why is the first inserted part in an assembly fixed where you happen to click?  Shouldn't the assembly planes be coincident with the planes from the first inserted part?

My first step when creating an assembly is to 'float' the first part, then mate planes between the assembly and the first part.  This is slightly tedious.  It helps, for example, when creating an assembly section view.  The section shows up where you expect it, not off in space somewhere.  I'm sure there are other advantages to keeping the planes consistent, but that comes to mind.
