External references won't break

Iam having troubles with external references. When I made myassemblies, I always kept 'NO EXTERNAL REFERENCES' button on, sothat I won't have a problem with them.

Iam trying to pack and go my top assembly and apparently noticedthat although all external references are broken, some parts arestill trying to pull related assemblies. I opened one of that partsand looked for external references, and all shown as broken(screenshot attached).

Why would it do that? Did anybody had similarproblem before?
