I am trying to save as via eDrawings: there is no STl option. There are numerous references out there stating this option is available.

Is that STI or STL? I'm not aware of STI. Anyway, e-drawings is just a viewer of sorts, there is no solid data there.
I found that if I open a SW model in edrawings Pro, there is an option to save as STL from within EDrawings. However, if I open an epart it depends on how the epart was created. When saving a part from within SW as an epart, there is an option available to allow export to STL. This can be enabled to allow doing what you are looking for. Alternatively, if that option is deselected, it will protect the part from being "reverse-engineered" or copied simply.
I think that's a bad thing to have for E-Drawings. It is not meant, IMHO, to be a way to transfer data other than graphics.
