Mike, we had the same problem and neither we or our VAR was able to solve it.
We have sucessfully installed eDrawings 2016 using the same *.exe on a number of computers but it just doesn't work on one of the machines.
Fortunately we found a workaround that is acceptable to our user.
1. Launch eDrawings. (Error pops up - don't close it)
2. Launch eDrawings again (or double click an eDrawing file from Windows Explorer as shown in the video). Do not close the error message - just leave it running in the background.
