Hi all,
I have a part that has about 600 features. It is now flaky in that it rebuilds the entire tree even if all I do is delete a sketch at the bottom of the tree.
I have the "Rebuild assembly on load" set to "never"
Anyway, I froze it for a reason because SW was beginning to flip flop lofts, didn't like my fit splines, etc....
Any thoughts?

My apologies I guess I didn't read your comment well enough. I was thinking you were asking about a assembly with 600 parts not a part with 600 features.
The way to prevent rebuild in a part file is by using the freeze bar. The way to enable this is to go Tools>Options>System Options>General & Then Click "Enable Freeze Bar"
This will add a orange bar to the top of your feature tree. Similar to the rollback bar you can drag this bar along the tree and any feature above the orange bar will not rebuild.

That's very strange why the freeze bar wouldn't be freezing the model's rebuild as it's meant to. I don't know of any other methods of preventing model rebuild in SW then those I listed already. Maybe someone else will be able to assist. Sorry I couldn't be of help.

Here's a long shot... No promises, but I give you my 2 cents for free.
It sounds like a circular - or more likely an external reference. If you can easily repeat the rebuild, I would roll back to "near" the beginning and incrementally resume features until the "auto-rebuild" happens. This will at least let you know what feature is likely causing the issue.
I've actually had this happen when I had a master model and a saved body feature in the part. The Master was driving some geometry and required a rebuild WAY too often (IMO)... Undoubtedly, there was some Top Down reference that felt it needed to be sure of itself at every move. I never did fix the issue, just dealt with the constant rebuild. I stopped using saved bodies after that and have not seen it return.
Also, you mentioned lofts flipping due to splines. This happens often enough that I have employed a ridiculous strategy that seems to work ok... The problem is that SWX forgets which end of the spline to start with:
I have a habit now to draw the spline - only the spline - in a sketch.
Then, create a new sketch that "converts entity" of that spline. And that's it - no other entities. (hide the first sketch)
Then create ANOTHER sketch that converts entity of the 2nd sketch and adds whatever other entities you need for the loft.
From that THIRD sketch, you can generate whatever you want and it seems to be stable.
Why? I can only guess that math and software are the culprits.
Another idea I have, but have not tried it yet, is to create the original spline CLOSED (control points and/or construction lines added to the desired ends w/ constraints controlling the shape you want.) This (in theory) would eliminate the confusion SWX has with "which end is the start...") Not sure if my thinking is flawed - a trial is needed.

I do have external ref's, but have made sure to keep them from being circular as I have had that pain in the past and do not wish to repeat it.
Frankly, a Freeze is a Freeze and regardless of the refs, it shouldn't rebuild until I unfreeze, to which I know you would concur.

What you can do is to Turn on Large Assembly Mode and then go Tools>Options>System Options>Assemblies & then hit the checkbox under "when large assemblies are active" for "suspend automatic rebuild"
