I do not understand what your question is. Please you rephrase it.
The Vertical or Horizontal alignment appears in the Properties manager if all the circle centres are selected.
I do not understand what you meant by the "and then mark them "all"" comment.
Not sure I understand your problem exactly, but in SW07, they changed the "autodimension" function so that it only works in drawings, and in sketches you have to use the "fully define sketch" function. It can automatically create relations and dimensions.
Kelvin; you described it better than I did; "select" is a betterword.
And in property manager; there was that "some button" earlier,it is missing now.
In property manager I get the following 4 options; Coradial,concentric, equal, fix. Horizontal / vertical is no longer anoption.

Solidair; I'll try to describe it better.
If you make a plate, approx 10 x 20 x 400 mm, on one of the flatsurfaces, mark that and place 4 -6 holes approx in line along the400 mm edge, it was possible (for me) to select the circles, tochoose align/ vertical/ horizontal in the sketch mode, beforeextruding the holes in the plate. Seem that to do it in sketch modenow, I have to fully define each hole.
Try selecting the center points of the holes, then you will get the vertical and horizontal constraint.
