[Read-only] tag is missing.

What causes the [read-only] tag to disappear? It was my understanding that [read-only] only goes away after the part is checked-out to you or it is a new part. However, I am seeing parts that are checked-out to other users but the read-only tag is missing. I am also able to save. But I have no idea where the part is saving as I am unable to overwrite the content due to it being checked out by another user. Can anyone explain what I am seeing?
