I am working with a linear and circular pattern and am trying to place an overlapping cut and remove the specific pattern elements that are on the same spot. Is there a way that I can remove a specific piece of my patter without removing the entire row or column?

If you edit the pattern feature you will see an "instances to skip" option which allows you to select the patterned instances you'd like it to leave out. I'd suggest moving your cut up the history tree so you can see it when selecting which patterns to exclude.
If you did a circular and then linear pattern you would only be able to exlucude rows of the pattern so probably easiest bet would be to just use delete face command to patch the patterned features you want to remove.
