Self fixed while on the phone with the VAR.
During the process of cleaning up the system I got caught in ERROR 1603, but solved it somehow looking for SW debries around the system. Basically I looked for EVERY SOLIDWORKS* Dassault* folder in my hdd and deleted them, same for registry keys.
I used ccleaner and the MS fix suggested in the other user reply (thanks!) to be sure that everything was gone.
Reboot at last twice and recovered the mess.
You say you have "hunted down" all part of the software!
Have you run Microsoft Fix-It, this is the simplest way to find parts of software which are not fully uninstalled

the fix worked as you stated and I used it as double check. Anyway I had to manually remove a lot of "remains" of my dead SW2015.
I miss the relation of your link with my question as it applies to Visual studio products.
I removed all the folder related to SW (Program data, Program Files, User folder etc) and the entries in the registry were scanned 4 times and checked against VAR suggested procedure (under HKLM, HKCU).
Rebooted twice before unistall and after (for both drivers and software).
Probably my explanation was not so clear so my question is:
is there a workaround to properly install SW2015 SP5 on win7?
Ttaking in account all the problems related to MS security fixes (other CAD/CAE software don't exhibit this behavior so it should be DS responsibility to supply us an official fix as win7 is an officially *supported* OS as it is clearly their fault).
I'm not sure why it said it applies to Visual studio products!
It's a utility I have used in the past to insure that SOLIDWORKS (and other programs) have been fully uninstalled. (Even after manual removal from Registry) After you run it, it shows what programs are installed (or part there of)
Although the last time I used it for SOLIDWORKS was back with SW14 Beta.

I'm starting to understand what is destroying my SW installation...
A while ago it got reinstalled and functional again, I was able to open files and create new one without issues.
Last time I tried to customize the UI in a funny (?) way: I starded to remove icons from the head up bar (the one in overlay in the top of the modelling window) this lead to SW crash... this time I was so stupid to try again (as a fresh install won't be so prone to crash right?).
I was WRONG, the bug I saw made SW crash again and now I cannot open my files or create new one again.
According to the message the templates became corrupted again (while drafting one is not is out of my imagination)
