How can I bend these cut outs in a rectangular steel tube (like pictured below)
to look more like this pictured below?
I would like to solve this so I do not have to create separate parts to be assembled and welded onto the tube

Hey Ryan,,, I like what Mr Man did (always do) but I'm thinking that is not quite what you are looking for. See if the attached 2014 file will get you where you want to go. Use the configurations to go from bent to non bent. If the gaps in the bent radii bothers you you can fill them in. I'm guessing you are planning on lasering (maybe sawing) the cutouts.
