Amanda, my first guess would be that the view you can change isn't a projected view. In other words it isn't dependent on a parent view for its orientation.
When you say multiple views, are you putting the same view multiple times or just many different views? I'm just trying to understand your workflow.

When you can't change the orientation of a view is there any chance that the view it was copied from is a Projected View from a parent. You can't change the orientation of projected views, so that would explain it.
