Hi Eduardo, there is a known issue with balloons not being linked properly in custom views in drawings. See the description of the issue below:
The workaround suggested is to recreate the custom view with the perspective turned off and use this view in the drawing.

My first thought would be to say give it couple of Ctrl-Q s (forced rebuild) making sure the assembly is loaded fully resolved too. But I would guess you probably already did that. Prasad's reply reminds me that I've seen things like that happen in custom views that had perspective turned on. Have you tried replacing the drawing view orientation with a standard view to see what happens?
Also, have you tried just adding new balloons to see if they attach the right place?
Occasionally I have a BOM get out of sync with the balloons.
When this happens, I delete the BOM and reinsert it.
The balloons I leave and they renumber correctly with the new BOM.
