SW2016 has Flag Notes which link paragraph numbers from your general notes to flag note balloons anywhere on your drawing.

Well, not exactly what you were asking for, but I may have a solution for you:
You can link the text in any note to a balloon. And then change the balloon border to "none" and then it simply looks like any note.
The balloon is the driver in this case and not the note.
Create a balloon, change the balloon text drop down to "Text" and add your text (like 'reference "Z"')
Then create your note (or add a line to an existing note). Put your cursor where you want the text to be and then click the balloon.
Now your balloon text is linked to the note. You can use reference this way. That way, instead of "See Note 2", you can use a different symbol to represent the visual link and keep the note number out of it.
Just a suggestion, maybe you can figure out a way to use this in your company, but ultimately, I can't think of a way to do EXACTLY what you wanted.
Yes, I had thought of doing that, a bit of a kludge though. Would be the way to go if 2016 was not so close to being installed.
