It totally makes sense to me
Just one more thing (you may be already aware of this). but you can add the custom win forms controls inside your PMP as the ActiveX element (User Control in .NET): 2015 SOLIDWORKS API Help - GetControl Method (IPropertyManagerPageActiveX)
This doesn't address the cons of win forms but it may look a little bit more native to the user to be inside the PMP rather than popup dialog.
