Set filesystem read-only attribute if not owner

What is the purpose of "Set filesystem read-only attribute if not owner"? If you check out a file and don't take ownership, isn't the file marked as read-only anyway?

If this option is checked, the file with no owner checked-out from PDM has windows attribute read-only set (this is for more secure - I use this settings) and you can't modify and check-in back this file.
If this option is cleared, the file with no owner, checked-out from PDM don't have windows attribute read-only and you can modify this file and ulterior check-in back in PDM (only when you take the owner for this file in check-in window dialog).
