By any chance do you've the STEP file set to open with SW? Check properties of STEP file via window explorer and see what is there for open with.

I have them defaulted to open with an app called stp viewer. SW 2015 didn't do this. This is new to 2016

Can you produce the Rx of the issue and send to your VAR. I recall seeing similar issue few days back but can not locate that now.

I think I know the issue on this one now. When I open an assembly or component that is child to an opened higher level assembly or even a drawing, my SW is defaulted to "save as copy and open". Even when I change my selection to only "save as", it will open the step file. I have opened a part on its own, and the step file did not automatically open. If I opened the part or assembly from the parent drawing or assembly it would save the step file and then open the step file. The interesting thing is when I open the child file from the parent and then close the parent right away. When I do that before exporting the step file, the step file will not open. Regardless of the order in which I open the files, if the parent file (either drawing or assembly) is open, then the step file will automatically re-import.

Looking into the issue, it turns out that all I needed to do was change my default to "save as" instead of the "save as copy and open". This is still an odd bug that didn't happen in 2015. Not an issue now that I know how to get around it.

I can confirm the bug, so please report this to your VAR (if you've not done that yet) and let them investigate.

I now officially say that I sometimes hate Solidworks (although this is more a general computer thing than just SW). When I went to do the Rx, the re-importing of the step file did not happen. I shut down and restarted my computer, restarted SW without even touching the Rx and it still didn't occur. I now can't get it to happen. It figures that whenever someone tries to show what won't work, it suddenly starts working. Sigh.
I will keep an eye out for this issue, and if I catch it starting up again, then I will let you know.

2 users here are also having this issue now and somehow the default save as dialog has been changed to save as copy and open. how do we change this default? we are running 2016 S.P.5
if we change it to save as, step, then it doesnt try to automatically import.

Go to Tools > Options > System Options > Messages/Errors/Warnings and select this message
And then next time you do a Save As for already referenced file, you should see the following pop up window
