Open Office is still not supported with SOLIDWORKS. So please submit an enhancement requesting for this functionality via your customer profile Enhancements Request
You can open the Design Journal and save it as a .odt file and attach it to the Design Binder Folder. Right click the Design Binder and add attachment.
No. SW requires MS Office. There are many different SPRs requesting Open Office support for everything from design journal to BOMs to design tables and such.
