Hard to say exactly what is causing the error message, but if you right click the top line in the tree and select Tree Display > Show Flat Tree View, you may be able to see the problem.

I had the same problem, delete the folder and it will be ok
SPR 613108 :
Freeze bar cannot roll over a folder containing absorbed features, error, bar cannot be moved to the selected position due to absorbed features
A possible workaround is to delete the folder that contains the feature in order to be able to move freeze bar past the absorbed feature.
