Make the note into a block (tools> Block> make block) you can add an insertion point and leader position at this point as well, then save it out (right click the block and save as),
Yes! You can add it to a library. Then click and drag it into you drawings. You can even use linked notes, such as the Draw1 in my DRAWN FROM note which links to the filename.
You can save a "Style" of note and add it to a library folder.
I've tried several things, but Styles (as Joseph said) works best for me. They can be saved in the drawing template so that notes used frequently are always available in new drawings. I know everyone's situation is different, but that's what I prefer.
