Autotrace missing in sketch property manager

I'm having trouble with autotrace... I can't use it.

 

I insert a .jpg into a blank drawing. The software takes a sec to process it and then it shows up on the page with the scale arrow on it and the property manager open on the left, as expected.

Except. There is no blue arrow to go to a second page of the property manager.

I do have the autotrace add-in checked. I have rebooted. I have used different drawing templates. I'm out of ideas.

 

I'm running Windows 7, SolidWorks 2015 SP4.0

 

I attached the file I'm using in case it's a issue with my file? It's a scanned image, does that matter?

 

Thanks so much for your help. This is a project I'm doing on the side for a friend and it's taking way too long.
