It has to be a bug,
...or it is a graphics card issue,
...or it may be a bad install of SW.
Sorry, it is hard to say but I have not seen any discussions concerning improper pop-up of "Tooltips".
I did update my graphics card driver when it popped up because the SolidWorks Rx said it needed to be updated. That "fixed it" or so I thought, but realized later that it was simply because I restarted Solidworks. It came back afterwords when I went to customize a tool bar. So I don't think it's a graphics card issue.
We've had more than one person in my office (me and two others so far that I have asked to check) so I don't think it's a bad install of the software.
I'm thinking it's a bug. How do we get this to the right person to fix it?

I've found a bug that matches this problem. The bug number is 909096 and is caused when the shortcut toolbar window style is modified to "stay on top" of the Tools-Customize dialog so you can perform your customize actions. That window style is not being restored properly in our code. We'll take a look at a fix.
