I'd like to know if anyone knows what's an idea PC to run Solidwork 2014?

It really depends a lot on what you are doing. Since you're asking about an ebay computer and SW 2014 I'm guessing that you're not on the service agreement. You will probably need to get a new graphics card for any computer you purchase unless it happens to be a refurbished engineering station, gaming cards work a little different than professional grade but you can usually pick up a low end Nvidia workstation card for a little over $100.

That system will likely run SWX fine, however I am curious about the graphics card since the Precision series of computers are not sold with consumer graphics cards like Geforces.
If you check the Dell T3600 quickspecs, you will see that it only was sold with workstation class GPUs like Quadros and Firepros. Someone may have swapped cards in that thing which makes me dubious to it's stability and quality.
You'll want to make sure that whatever computer you select has an approved graphics card and is running a Pro/Premium OS. Outside of that, how much power you'll need is dependant upon what you use SolidWorks for. Small assemblies? Heavy duty FEA? Rendering? Each have their own needs.
