Axi-symmetric is 360 degree similarity through any section. The section can be a 2D section.
Cyclic symmetry is a solid piece that can be repeated to make a full body. The spokes on a bicycle tire are a good example.
Let me add a note to definition of symmetry and cyclic boundary conditions which should answer your question:
Planes or faces of symmetry must be perpendicular to each other, while in cyclic boundary condition they aer not.
