I was wondering how I could cut a semi-circle out of a pipe so that I could connect it to another pipe. Below I attached a picture, and the circle that I would like to remove is highlighted in blue. How should I proceed?

It looks like you're nearly there with your image.
This assumes you want a cut normal to the pipe axis and through the entire pipe (above and below the axis):
1) If the pipe axis isn't on a plane, create a plane tangent to the pipe's OD.
2) Create a sketch circle on either plane of step 1. Relate the sketch circle center to the midpoint of the pipe's end edge.
3) If it's the same size pipe, relate a quadrant point of the circle to the vertex on the pipe's end. Else create a dimension.
4) Do an extrude cut. If the sketch plane is on the pipe axis, cut through all-both directions. If it's tangent plane, cut through all.

Edit:
If you need a definitive cut length, then dimension the sketch circle from the opposite end of the pipe.
Dimension to the center of the sketch circle if you require 2nd pipe CL to 1st pipe end.
Or dimension to the OD of the sketch (hold down Shift and select the circle) if you need the length to be from the pipe end to the cut scallop.

However, I was a little confused with the third step; how do I relate a quadrant point of the circle to the vertex on the pipe's end?

Sorry, I left out a bit of that step which would make it easy to get the quadrant.
Try one of these:
1) Create a construction line vertically through the sketch circle center.
When you're creating the line, the circle's center and quadrant points appear for snapping when you hover nearby.
2) When you're creating the circle, dragging it outward, click the endpoint of the pipe's end edge. This will create a relation snapping the circle (at a quadrant point) to the edge endpoint.
3) Dimension the circle and in Manage Equations for this dimension, type an "=" and click the dimension defining the first pipe's OD.
All three of these link the cut diameter to the pipe diameter and none are really any better than the others (unless you have specific data reuse practices to follow), so use the one you feels best fits the situation.
But keep all of them in mind, for the next time, one of these may prove more beneficial than the others.

Your sketch plane needs to be 90° to what's shown.
If the axis of the 1st pipe is on (or parallel to) one of the built-in planes, then use that.
Else, create a plane tangent to the 1st pipe's OD.
Right-click the sketch in the tree and either:
Click Edit Sketch Plane button from the panel of icons that displays (right next to the Edit Sketch icon).
or
Select the menus: Edit>Edit Sketch Plane.
On the Edit Sketch Plane property manager, click the plane from above and click the green check.
Edit your sketch and review your relations. Everything should be good to go, but it can't hurt to check.

Sorry for the late response. I think my troubles have been creating a plane tangent to the pipe's outside diameter, as I believe it does not give me the option. Is there a way to continue?

If your original sketch for the pipe was centered on the origin, you should be able to use one of the default planes that will leave your sketch in the middle of the pipe. Then just extrude it thru all in both directions. Kevin wrote down a ton of great information, but just in case it helps you, here is a very basic model. The cut out at the end is for the same size pipe, but you could change that if you wanted. Good luck.

Selecting the pipe's OD face doesn't permit the Tangent option in the Plane property manager.
Also, in the 2nd line of my 12/13 7PM post, (and Mr. Menard too pointed out), if your pipe's axis runs parallel to one of the 3 built-in planes, you can use it for your sketch plane.
For your cut, you just need a parallel plane so you get s square cut. The plane needn't "touch" your pipe.
Just select a through all (or though all both) cut and the cut will extend from wherever the plane is and cut the pipe.
