I was wondering how I could cut a semi-circle out of a pipe so that I could connect it to another pipe. Below I attached a picture, and the circle that I would like to remove is highlighted in blue. How should I proceed?

Sorry, I left out a bit of that step which would make it easy to get the quadrant.
Try one of these:
1) Create a construction line vertically through the sketch circle center.
When you're creating the line, the circle's center and quadrant points appear for snapping when you hover nearby.
2) When you're creating the circle, dragging it outward, click the endpoint of the pipe's end edge. This will create a relation snapping the circle (at a quadrant point) to the edge endpoint.
3) Dimension the circle and in Manage Equations for this dimension, type an "=" and click the dimension defining the first pipe's OD.
All three of these link the cut diameter to the pipe diameter and none are really any better than the others (unless you have specific data reuse practices to follow), so use the one you feels best fits the situation.
But keep all of them in mind, for the next time, one of these may prove more beneficial than the others.
